Rio Declaration on Environment and Development during UN Earth Summit in 1992 consists of 27 principles intended to guide countries in future sustainable development, which has been signed by over 170 countries. Among them, Principle 11 declares that "States shall enact effective environmental legislation. Environmental standards, management objectives and priorities should reflect the environmental and developmental context to which they apply. Standards applied by some countries may be inappropriate and of unwarranted economic and social cost to other countries, in particular developing countries".
