材料一 有数据显示，我国的资源总储量居世界第3位，但人均占有量居第53位，仅为世界人均占有量的12。 淡水和耕地紧缺是中华民族的“心腹之患”。比如淡水，目前我国人均淡水资源量为2200立方米，仅为世界人均占有量的14。比如耕地，目前我国人均耕地只有1.40亩，不到世界平均水平的40%。比如森林，我国人均森林占有面积为1.9亩，仅为世界人均占有量的15，人均森林蓄积量为9.048立方米，仅为世界人均蓄积量的18。 能源短缺已成为我国经济社会发展的“软肋”。有资料显示，我国能源消费以煤为主，在一次能源消费结构中，煤炭的比重高达75.2%。虽然我国煤炭储量丰富，但也面临着精查储量不足的压力。据测算，到2020年，我国的煤炭消费需求为22.2亿吨，这就需要精查储量1250亿吨做支撑。近几年，由于经济快速增长，煤电油运和重要资源供应全面紧张，价格大幅度上涨，一些重要资源对外依存度大幅度上升。 电力行业亮起供应短缺的“红灯”。2003年，我国出现全国性大面积电力供应紧张； 2005年，由于国家强力进行宏观调控，拉闸限电的情况有所缓解，但仍有不少地区电力供应依然紧张。 矿产资源也呈捉襟见肘之态。在45种主要矿产资源中，我国人均占有量不到世界平均水平的一半，其中石油、天然气、铁矿石、铜和铝土矿等重要矿产资源人均储量，分别为世界人均水平的11%、4.5%、42%、18%和7.3%。材料二 改革开放以来，特别是中央提出加快两个根本性转变以来，我国推进经济增长方式转变取得了积极进展。但总体上看，粗放型的经济增长方式尚未根本转变,经济增长在很大程度上仍然是依靠资源的高投入来实现的，资源消耗高、浪费大、污染重。目前我国单位国内生产总值能源、原材料和水资源消耗大大高于世界先进水平；钢铁、有色、电力、化工等8个高耗能行业单位产品能耗比世界先进水平平均高40%以上；工业用水重复利用率比国外先进水平低15%-25%；矿产资源总回收率为30%，比国外先进水平低20%；木材综合利用率约60%，而发达国家一般都在80%以上。 据中国能源研究会副理事长兼秘书长鲍云樵介绍，我国的能源利用效率目前仅为34%，比发达国家落后20年，相差10个百分点，而能源消费强度大大高于发达国家及世界平均水平，约为美国的3倍，日本的7.2倍。 资源的高消耗造成严重的环境污染和生态破坏。目前，我国生态环境虽然局部有所改善，但总体恶化的趋势尚未根本扭转，主要污染物排放总量大大超过环境容量，生态系统功能退化，给经济社会发展和人民群众健康带来严重危害。毫无疑问，如果继续沿袭粗放型增长模式，以资源的大量消耗实现工业化和现代化，中国的经济发展将难以为继。材料三 目前制约我国节约型社会建设和经济增长方式转变的主要因素有： (一)经济体制因素。应当肯定，经过20多年的改革，我国的经济体制发生了很大变化，但仍未完全走出传统的计划经济模式的阴影。主要表现，一是政府职能错位，权力过大，干预过多，市场配置资源的主导作用还没有真正形成，企业特别是一些国有大型企业还不是真正意义上的企业，也谈不上是真正意义上的市场主体。因而导致了资源配置效率低下，企业技术创新、管理创新、降低成本、提高效率的原动力不足。二是“诸侯经济”现象仍然比较严重，“投资饥渴”症的现象仍然较为普遍，使得依靠增加投资和物质消耗成为地方拉动经济增长的主要因素。三是有少数领导干部的政绩观不端正，为官一任，追求短期辉煌，不顾长远发展，依靠大量的土地、资金和人力物力投入搞“形象工程”。 (二)经济所处的发展阶段因素。我国经济社会发展仍处在社会主义初级阶段，经济相对粗放增长的特征与经济发展所处的阶段有直接关系。一是同西方发达国家相比，我国的科学技术水平差距较大，教育不发达，国民文化素质相对低下，高级人才缺乏，经济管理水平也比较落后和粗放。二是当前我国正处在城市化加速发展的时期，大量农民向城市转移，给市政建设带来新的压力，城市交通、住房、水电气暖冷及高速公路等大规模建设，必然使我国现阶段的经济社会发展呈现出高物质消耗的特征。三是从国际经验看，人均收入在1000美元左右的时候，正是居民对住房、高档家电家具、家庭汽车等保持较旺需求的时期，也必然拉动电力、水泥、钢材、汽油等物质消耗的重化工业的迅猛增长。 (三)经济结构因素。一是产业结构不够合理。GDP的增长主要依赖工业带动。工业尤其是重化工业的过快增长，必然导致资金、能源、原材料的高投入和消耗，也给生态环境带来负面影响。二是在需求结构方面， 目前主要依靠投资和出口拉动增长，国内消费不足，拉动力不强。三是在要素结构方面，仍然没有改变主要依靠资金投入和大量自然资源支撑增长的模式，技术进步在经济增长中贡献率仅为40%左右，大大低于西方发达国家的水平。尤其是我国的科技创新能力严重不足，从而必然造成经济增长的粗放。材料四 改革开放以来，我国在推动资源节约和综合利用，推行清洁生产方面取得了积极成效。但是，传统的高消耗、高排放、低效率的粗放型增长方式仍未根本转变，资源利用率低、环境污染严重。同时，存在法规、政策不完善，体制、机制不健全，相关技术开发滞后等问题。 本世纪头20年，我国处于工业化和城镇化加速发展阶段，面临的资源和环境形势十分严峻。为抓住重要战略机遇期，实现全面建设小康社会的战略目标，必须大力发展循环经济，按照“减量化、再利用、资源化”原则，采取各种有效措施，以尽可能少的资源消耗和尽可能小的环境代价，取得最大的经济产出和最少的废物排放，实现经济、环境和社会效益相统一，建设资源节约型和环境友好型社会。 清洁生产是循环经济的基础，在企业层面上实施清洁生产，是我国推进循环经济的重要举措之一。 国家环保总局副局长吴晓青说，通过在企业实施清洁生产，促进了技术进步，提高了管理水平，资源消耗及能耗下降，产生了明显的经济和环境效益。国家环保总局正积极推进企业清洁生产工作。目前，已有5000多家企业通过了清洁生产审核。 “要把节约资源作为基本国策，发展循环经济，保护生态环境，加快建设资源节约型、环境友好型社会，促进经济发展与人口、资源、环境相协调。” 人们注意到，《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》提出把节约资源作为基本国策。这是中央从我国基本国情出发，立足当前，着眼长远，全面落实科学发展观，加快推动经济增长方式转变，实现全面建设小康社会目标和可持续发展做出的重大战略决策。材料五 全国人大常委会委员、全国人大环资委副主任委员冯之浚说，大力发展循环经济，推行清洁生产，可将经济社会活动对自然资源的需求和生态环境的影响降低到最小程度，以最小的资源消耗、最小的环境代价实现经济的可持续增长，从根本上解决经济发展与环境保护之间的矛盾，走出一条生产发展、生活富裕、生态良好的文明发展道路。 “大力发展循环经济，突破水资源和能源的瓶颈制约，并有效改善环境质量，是实现可持续发展的根本之策。我国的循环经济正处在一个从理论研究、战略规划向生产实践转化，从小范围试点和示范向较大范围推广的发展过程中。”全国人大常委会副委员长盛华仁指出。 有关专家指出，发展循环经济，一是大力推进节约降耗，在生产、建设、流通和消费各领域节约资源，减少自然资源的消耗；二是全面推行清洁生产，从源头减少废物的产生，实现由末端治理向污染预防和生产全过程控制转变；三是大力开展资源综合利用，尽可能实现废物资源化和再生资源回收利用；四是大力发展环保产业，注重开发减量化、再利用和资源化技术与装备，为资源高效利用、循环利用和减少废物排放提供技术保障。 从政策制定的角度，提出解决给定资料所反映问题的对策建议。要求：有针对性，有条理，切实可行。字数不超过350字。
