据新华社报道，2000年3月8日，江西省原副省长胡长清因犯受贿、行贿、巨额财产来源不明罪，在南昌市被依法执行死刑。胡长清是在一个穷乡僻壤的小山村长大的，放过牛，种过田，砍过柴。生活十分拮据的胡氏一家，为了胡长清一人读书上学，“奔前途有个出息”，让其二姐、三姐中途辍学。童年的胡长清，一双球鞋整整穿了五年，自己还要挑篮赶集卖胡萝卜，挣几个小钱补贴学费。20世纪60年代末至70年代，胡长清先后入伍入党，参加工作，这一时期，在胡长清的心中，不能说没有为党的事业奋斗的信念。但“光宗耀祖”和“升官发财”的非无产阶级思想根深蒂固，党性严重不纯，共产主义理想信念在胡长清的人生观中始终缺乏坚实的思想基础。 20世纪80年代，中国社会步入改革开放的新时期，面对利己主义、拜金主义、享乐主义等西方资产阶级腐朽思想的冲击，胡长清开始分散事业和工作的精力，悄悄地倒卖钢材，代销沥青，承揽存款，投资股票……本来就不够坚定的理想信念发生了根本动摇，“一切向钱看”的思想占了上风，只是当时还没有条件大捞、特捞。 进入20世纪90年代，特别是胡长清走上了领导岗位以后，在权力、金钱、美色的诱惑下，他心中残存的共产主义理想信念的火花彻底熄灭，精神支柱彻底崩溃。他开始肆无忌惮地大把大把地捞钱，任副省长期间受贿竟“日吞万元”，生活上奢靡腐化，包养情妇，嫖娟宿妓，政治上蜕化变质。 “千里之堤，溃于蚁穴。”胡长清的自白颇为典型，他在“我的悔过书”中写道：“回忆反省自己入党30年，用共产主义的理想去战胜非无产阶级思想的侵蚀太差……正确的东西没有去占领，错误消极的东西就乘虚而入，产生了思想的大崩溃，犹如脱缰的野马，一放不可收拾，最终动摇理想，丧失信念。”他又说：“近几年来，我官做大了，便放松自己，不注意提高道德自律能力，没有了坚定的道德信念，再加上来自各方面的制约很少，即使有也是形式化、表面化的，因而在潜移默化中慢慢地被封建主义、资本主义腐朽思想淹没了。” 胡长清案留给人们的惨痛教训是多方面的，但最核心的一条是要加强领导班子的行政伦理建设，牢固构筑拒腐防变的思想道德防线，使领导干部把确立坚定的理想信念放在事业和人生的首位。 分析上述案例，指出在新形势下如何加强行政伦理建设，防止政府官员腐败。
