案例二 某房地产开发公司投资建造一座高档写字楼，钢筋混凝土结构，设计项目已明确，功能布局及工程范围都已确定，业主为缩短建设周期，尽快获得投资收益，施工图设计未完成时就进行了招标。经招标工作领导小组研究规定了招标工作程序，招标工作中出现了以下问题： (一) 招标文件规定本地区单位参加投标不需要垫资，外地区单位参加投标需要垫资20万元。市建管办指定蓝天公司为其代理招标事务，并负责招标预备会议与开标会议。 (二) 招标工作主要程序确定为：(1) 成立招标工作小组；(2) 发布招标公告和资格预审通告；(3) 编制标底； (4) 编制招标文件；(5) 发放招标文件；(6) 接收投标文件；(7) 投标单位资格审查；(8) 开标；(9) 评标；(10) 确定中标单位；(11) 组织现场勘察和招标答疑；(12) 签订承包合同；(13) 发出中标通知书。 (三) 五家单位参加投标，其中乙公司在投标截止日期时间之前报送的新报价方案在原报价的同时提出报价降低新方案，经项目经理签字后送招标书，招标方以“一标一投”为理由拒绝该公司报送新的方案。 (四) 最后采用综合评分法确定了某建筑工程公司为总承包单位。 业主与承包方签订施工合同时，由于设计未完成，工程性质已明确但工程量还难以确定，双方通过多次协商，拟采用总价合同形式签订施工合同，以减少双方的风险。 合同条款中有下列规定： (1) 工程合同额为1200万元，总工期为10个月。 (2) 本工程采用固定价格合同，乙方在报价时已考虑了工程施工需要的各种措施费用与各种材料涨价等因素。 (3) 甲方向乙方提供现场的工程地质与地下主要管网资料，供乙方参考使用。 (4) 乙方不能将工程转包，但为加强工程进度，允许分包，也允许分包单位将分包的工程再次分包给其他单位。 在工程实施过程中，出现下列问题： (1) 钢材价格从报价时的2800元/t上涨到3500元/t，承包方向业主要求追加因钢材涨价增加的工程款。 (2) 工程遭到百年罕见的暴风雨袭击，工程被迫暂停施工，部分已完工程受损，施工场地与临时设施遭到破坏，工期延长了2个月。业主要求承包商承担拖延工期所造成的经济损失。 问题：1.该项目的招标工作程序是否妥当
