Independent observers Sunday gave Serbian Radical Party candidate Tomislav Nikollc 31% of the votes while Boris Tadie of the reform-minded Democratic Party won 27%. 13 other presidential candidates are trailing far behind with no candidate winning more than half the votes. The top 2 finishers are expected to meet in a June 27th run-off.
