论证有效性分析：请分析其论证在概念、论证方法、论据及结论等方面的有效性。600字左右。(论证有效性分析的一般要点是：概念及主要概念界定和使用的准确性及前后是否互相矛盾，有无各种明显的逻辑错误，论据是否支持结论，论据的成立条件是否充分。还要注意逻辑结构和语言运用。) 虽然建行研究部日前发布报告认为，我国住房按揭贷款已进入违约高风险期，所以应该采取相应措施，比如停办二手房房贷以及第二套以上新房房贷，但事实上这样的措施是完全没有必要的，因为在所有商业银行的贷款中，房贷仍然是风险最小的。根据去年公布的一份研究报告，目前中国个人消费贷款的不良资产比例只有0.6%，其他贷款的不良资产率则高达40%以上。这些个人消费贷款中，最主要的就是住房贷款。因此，住房贷款可以说是各大商业银行最好的优质资产。 还有，住房贷款在中国内地商业银行贷款总量中的比例现在还是比较低的，去年只有20%左右。而美国已经达到40%，香港则高达50%。对银行来说，欲规避贷款风险，一是控制贷款方向，二是控制总量。 目前，中国商业银行控制住房风险的能力实际上是比较强的。首先，贷款者每个月都必须回款，银行对贷款信息的掌握非常及时和充分；其次，与国有企业等其他贷款者相比，个人贷款者在银行面前完全处于弱势，往往第一个月不还款就会被催讨，第二个月不还款，银行就可以采取必要措施，直至收回被抵押的房产，因此，真正产生坏账的很少。 虽然央行连续加息会在一定程度上增加贷款者的还款压力，不过，由于近期央行加息的幅度很小，而近一年来房价普遍上扬，贷款利率的增幅实际上已经被房价的涨幅消化。央行连续加息带来的信贷成本的上升，会在一定程度上提高贷款违约风险，但是，由于住房贷款在整个贷款总量中的比例比较低，因此，自去年以来，这种变化还没有能够累加到质变的程度。
